[ARCHIVED] RFQ FOR CODE BLUE SHELTER PROVIDERS

NOTICE

REQUEST FOR QUALIFICATIONS

Notice is hereby given that the Board of Chosen Freeholders of the County of Burlington, State of New Jersey, is issuing a Request for Qualifications (RFQ) and requesting responses from a qualified pool of vendors for Code Blue Providers throughout Burlington County in the State of New Jersey, from which the County may enter into an agreement for the term of January 1, 2016 through December 31, 2016. The pool will be current for a three year period from January 1, 2016 through December 31, 2018.

Qualified vendors will partner with the County Department of Human Services for Code Blue Services to provide overnight emergency shelter for the homeless during Code Blue declarations. Providers of Code Blue Shelter Services will be expected to provide overnight, temporary shelter for homeless individuals at a religious facility. Overnight sheltering will be limited to no more than fourteen (14) homeless clients served per Code blue declared night. Other specific experience, knowledge and practical qualifications requirements are contained in the RFQ.

Copies of the RFQ are available at the Burlington County Department of Human Services located at 795 Woodlane Road, Westampton, NJ, or by contacting Karen Trommelen, Division Head at 609-265-5072 or through the Burlington County website http://www.co.burlington.nj.us

All interested qualified candidates are encouraged to attend a technical assistance meeting to be held at the Human Services facility on Tuesday, January 12, 2016 at 9:30 AM.

Responses must be submitted to the Burlington County Department of Human Services. Responses are scheduled to be opened on January 21, 2016 at 10:00 AM at which time all responses will be opened. Any response received after said opening, whether by mail or otherwise will be returned unopened. No response will be accepted after the above referenced date. Qualifications must be submitted in a sealed envelope with the name of the RFQ clearly marked on the outside of the envelope. Responses may not be e-mailed, faxed, or transmitted over the telephone.

It is recommended that each response be hand delivered to the Burlington County Department of Human Services. The County assumes no responsibility for delays in any form of carrier, mail, or delivery service causing the qualification to be received at the Burlington County Department of Human services later than the above-referenced scheduled opening. Nothing herein is intended to exclude any responsible qualified vendor or in any way restrain or restrict competition. All responsible qualified vendors are encouraged to submit qualifications.

The board of Chosen Freeholders reserves the right to accept or reject any or all responses submitted in the best interest of the County and the Board further reserves the right to waive any defect or informality in any qualification should it be in the best interest of the County.

Responders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 and submit a Conflict of Interest Certification.

This RFQ is being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20, et seq. The County intends to award any contracts for these services pursuant to N.J.S.A. 40A:11-5(1)(a)(i)
